For paid advertising:
If I say this keyword is phrase match:
red cars
Will google or bing show the ad for keywords:
cars that are red
cars with redDo they include "Stop" words?

If phrase match = "red cars"
Google will show your ad for phrases that contain the exact phrase "red cars".
So the search "Songs about red cars" would show your ads.
Your two examples: "cars that are red" and "cars with red" don't actually contain your exact phrase "red cars" so they should not be showing up. Your negative keywords should still apply to the phrase match.

So basically you're asking if Google Adwords and/or MSN Adcenter ignore stop words for the purpose of match types? I've never heard that they do, so I believe that your ad would not show in the examples you gave.
