Extremely high internal Links

While looking over a client’s monthly analytics, I noticed some oddities in the Links- competitive metrics.  Although my clients leads in every category, they were still trailing in “total Links” to a competitor.  That competitor has 25K links to our 1.9K.

So I ran OpenSiteExplorer on the competitor and found that they had 25, 636 internal links.  This is a very basic website, with only about 50 pages.  It appears the links started building in January and just keep increasing.

Anyone seen this before?  Any ideas why they would do this?

Maybe it is a type of blog filtering/tags and they are creating more as they create new articles? If they are spammy links it's going to turn out bad for them.
