Its the 21st April, and my non responsive page is still ranking the same ?

As you know the new algorithm is due today, can anybody confirm why my site wouldn't appear to be affected as yet?

Keep in mind, while the date is April 21st, Google will be rolling out these changes. Consider this a chance to use the Mobile Friendly Test from Google and see where your pain points are. After that, read Google's Mobile-Friendly Websites and Mobile SEO guides and get to work!

Remember that while Google (and your shoppers) like 'responsive' , at the moment Google is just asking for your store to be mobile-friendly if you want to show up in mobile search results. There are quicker, cheaper ways to be mobile-friendly so that may be having an impact.
Also, you say 'my page is still ranking the same' but I wonder what measurement you're monitoring. Have you tried picking up a narrow device like a smartphone and doing a search for one of your key-terms? (Don't search on your domain name, or your company name - if you're the ONLY result then Google is likely to return your pages regardless of algorithm.

Also I expect this to be rolled out country by country, a previous algo update was rolled out in the UK first. So its not always google.com
Until it rolls out we wont know how hash Google will be, they have to find a fine line between demoting sites and still producing a quality list of sites.
However they were very harsh with Penguin and as a result many SERPS results are still bad to this day.

Not all websites will be hit instantly, it's a rolling update which means it will be implemented over time and sites will be affected over time. So if your site is not mobile friendly and you still rank well today, it doesn't mean you got away with it.
