        Without seeing the site, it's really hard to say if it is because of anything you are doing.

        But the realization is that it just takes a bit of time.

          Put up some AdWords to make them happy for now.

          We can't say how long it will be for your rankings to develop.  We don't know what you are doing and have not studied the competition.

          I imagine it is a lot like losing 50lbs and the last 10 are the hardest.....   Or maybe it is something I am not doing? ... Google Places seems impossible.

          This makes me wonder if you are uncertain about how SEO is done.   Maybe it would be a good idea to hire an experienced SEO to coach you through a couple of jobs?  It might be the best investment that you ever make.

              Attacking a keyword is very similar to a Civil War infantry attack..

              For example, Pickett's Charge from Wikipedia:

              "Pickett's Charge was an infantry  assault ordered by Confederate Gen. Robert E. Lee against Maj. Gen. George G. Meade's Union  positions on Cemetery Ridge on July 3, 1863, the last day of the Battle of Gettysburg during the American Civil War. Its futility was predicted by the charge's commander, Lt. Gen. James Longstreet, and it was arguably an avoidable mistake from which the Southern war effort never fully recovered psychologically. The farthest point reached by the attack has been referred to as the high-water mark of the Confederacy."

              Pickett ordered his men to cross a one-mile wide, open field, up a slight grade, in broad daylight under heavy enemy fire.  To be successful they needed to either cross the field faster than the enemy could kill them or run the enemy out of ammunition.

              They couldn't cross the field fast enough.

              SEO is very similar to these infantry attacks.  They key is to know the strength of your opponent and have some idea of the amount of time you will need to cross the field.   Before you give the order to "CHARGE" your client should be briefed on how much time it will take and how much his budget will suffer before victory is achieved.  If you don't know the answer to these questions you could be sending 100 troops out where 10,000 are needed.

                I agree with EGOL. Since you are looking for a specific figure I'll share a 4 - 10 month timeline for achieving results is quite reasonable. That timeline depends on numerous factors which definitely include your client's ability to quickly implement requested changes and produce quality content as per your agreement.
