Best Practice for Blocking a site from 1 countries search engines

I asked a similar question on a number of Forums a couple of weeks ago. The basic answer was No.
But you can have your server block access to IP addresses from chosen countries. Which may block the search engine spiders from that country, or may not if they come from unusual IP addresses. The fuzzy part is knowing what IP addresses are serving what countries, and keeping up with the changes.

Thanks for the response Gregory, at the moment I am testing setting up a duplicate site on the country specific domain which all local visitors to the .com are redirected too. That site then has the meta no index, follow tag with hreflang tags and content languages tags for the country implemented, with the default tags for other languages pointing to the .com version. Worth a shot I guess.
