I don't see how Google Local will benefit you if your goal is to rank everywhere and not from a specific location.

In order to qualify for inclusion in Google's local products, a business must meet the following criteria:

Have face-to-face contact with its customers, whether at a brick-and-mortar location (like a dental office) or at the customers' locations (like a plumber)

Have a physical address in the city of search. Virtual offices and P.O. boxes are not allowed.

Have a local phone number
If a business cannot say 'yes' to all three points, then it does not qualify for inclusion. You can read Google's rules about this here: https://support.google.com/places/answer/107528?hl=en
However, despite the fact that these rules have been published, virtual businesses do sometimes attempt to create and claim listings using tactics like the purchase of virtual offices in order to attempt to appear local. This would be considered spam and simply isn't a winning path to walk down.
It sounds like you've got a non-local business and will be best served by pursing organic, rather than local, authority. You've asked a good question. Hope my response helps clarify things for you!

Hi Matthew,
Many thanks for your answer. Although we work internationally but we have a couple regions that we do most of our business with them. So we had this idea to make Google locals for each one of these specific regions. But after giving a second thought and the comments we received from you guys , we think it might not be a good idea.
