We just had an experience with this but it was the other way around. The automated links was done on our client's website and it got penalized by Google.
What I could suggest is to monitor the movement of the competitor's SERP. Typically, automated links are penalized by Google but it might take a while for Google to crawl them and see that their websites are full of spam links. You could follow the link given by ThorUK to report your competitor's website and have them penalized for practicing black-hat SEO.
For your client, I don't suggest giving a specific answer. You could explain the situation, say that competitors are doing black-hat strategies, you are going to report them, but I don't think you can have a timetable for that.
