Why is it still effective to manually create backlinks?

My question is why buying backlinks is still effective
Except Google has stated that it will penalize sites that buy backlinks

New external links pointing to your website will help you rank better as long as they come from websites with the same topic, written with relevance and the website is not pure spam.
I'd recommend avoiding "manually create" backlinks or directly buy links. There are many **NATURAL **ways to get links that Google is perfectly fine with. Many of them have as a key part, the outreach.
