Google selecting incorrect URL as canonical: 'Duplicate, submitted URL not selected as canonical'

Hi there,
A number of our URLs are being de-indexed by Google. When looking into this using Google Search Console the same message is appearing on multiple pages across our sites: 'Duplicate, submitted URL not selected as canonical'

YesUser-declared canonical - https://www.mrisoftware.com/ie/products/real-estate-financial-software/Google-selected canonical - https://www.mrisoftware.com/uk/products/real-estate-financial-software/'Has anyone else experienced this problem?How can I get Google to select the correct, user-declared canoncial? Thanks.

I don't have a lot of time and I can't take a deep look into this atm, but for several querries it is allways the correct page showing up here in germany on google.de.
I realized one thing wich could be the problem, one page is using hreflang, one is not. But I guess they exist in multiple languages (for multiple regions). Maybe you have duplicates somewhere because of that. And maybe I have a little bit more time later...
