Tools to check if your sites been panda'd or penguined

other than google web masters and a plummet it visitors and ranking positions,are there any tools out there to check for possible google penguin and panda penalties??

Nope.
If you see a steep, cliff-like dropoff that corresponds to an algo update (see: http://www.seomoz.org/google-algorithm-change) that's a good sign you've been hit.
Tools like OSE and Majestic SEO can analyze your link profile, and tell you if you are at risk of being hit by Penguin (>60% exact anchor text), but no tool can tell you if you've been hit for sure. With Penguin, you will generally receive a warning first in GWT.

If you've got Google Analytics, take a look at your organic search traffic and see if there is a distinct drop that happens exactly on a known Panda date or Penguin date. If so, then this is usually a good indication of a problem.
It's not always black and white though (no pun intended). Penguin is mostly about poor backlink quality. If you've got a lot of backlinks from articles and other easy to get sources and they contain your keywords as anchor text, AND you have a traffic drop on April 24, May 25 or October 5 then Penguin is likely.
Panda is about on page quality. If you've got a drop on a Panda refresh date then look for duplicate content or thin content on your site.
