Tools for finding quality backlinks

Hello Moz Community,

A friend of mine who runs an SEO agency uses a few tools to email dozens of websites a day in a semi-automated fashion. We share knowledge a lot, but I still don't know what he uses for this.

Can anyone recommend a tool that would help find industry-relevant websites that could accommodate a backlink? I'm looking for a tool that will generate emails to the contacts for each website.

Any suggestions would be appreciated!

ps. If anyone has any other recommendations for tools for finding good industry-specific citations, please let me know!

SEMRush also offers outreach too but I am not sure if it is automated as such. It seems to be a bit more manual.
