Why my website dosent count as a backlink for others?

I have some Links in my website that points to other websites, when i took one of this website to see his backlinks, i didn't find mine in that list?

Hello eldon19,

I guess that you are referring to Moz´s Opensite Explorer. 
The most common issues here could be:

1. Mozscape has not passed over your site, after you´ve added those links.
2. Those pages are blocked to be crawled.

Wait until the next mozscape is out (even wait for 2 index updates) to really complain about your backlinks not being seen.

Also, you could use other tools, such as ahrefs or majestic to check those links. Take into consideration that, being or not being seen for any of those tools is no way to guarantee that Google has seen them. (its pretty sure that G has seen them).

Eldon,

Open site explorer does not include all links in every index. And sometimes it excludes less authoritive links from index to index. What is the domain authority of the site you are linking out from?
