Yes, Majestic.com or Open Site Explorer or Ahrefs can tell you this exactly. They're scraping the web and checking what sites link to what other sites. You enter a URL and it will give you all the related metrics.

I agree with the above and maybe would like to mention SemRush - they will show you your own backlinks and also your competitors.
