What external links are better – Subdomain links from the same IP address or TLD links from unique domains from the same IP Address?

This isn't something I can offer a solid answer for since it's not something I've ever looked into but I don't see why they would be any different. As you mentioned, subdomains are treated as a separate domain so in your example, Site1.blogspot.com and Site1.com are seen as having the same relationship to each other as any random domain.
Having links from a bunch of sites on the same IP isn't ideal as you also pointed out though as with most things in SEO as long as you don't go overboard it won't be a problem. If a fair portion of your link profile is made up of these or you pick up a bunch of them in a small period of time it's also going to look a little more dodgy.
To be honest though, this is kind of the wrong question to be asking anyway. Link building should be about building relationships with other companies and bringing in qualified referral traffic and by extension, more business. If you're doing this, you won't have to worry about these other metrics because a genuinely good and relevant site will already be sending all the right signals.

Typically, links from multiple subdomains on the same IP address aren't recommended or wanted. It's links from separate websites that are on unique Class C Blocks of IPs. This way we know that most likely each site is not owned by the same site owner.
Just on a side note, typically we don't recommend getting a lot of links from blogspot sites. There are unique cases where a link is okay, but we don't prefer blogspot links.
