There is certain criteria that you need to meet in order to be eligible for Seller Ratings. This help document outlines the various details such as where they source reviews from, how many reviews you need to have and that your rating must generally be at least 3.5 stars or higher.
In my experience, there tends to be a tag time between once you have met the outlined criteria and when Google displays the star ratings. I would say this is around 3 weeks.
Please let me know if you have any other questions. Hope this helps.

Hi Edmond,
You need need at least 30 reviews within the last 12 months, and the ratings need to be 3.5 stars minimum on average. BUT: Having these ratings doesnt garantee anything. Usually my experience is that having them in place will take about 6 weeks before they show up in the ads.
On https://services.google.com/fb/forms/SellerRatingExtensions/ Google says they should be included automatically. PS: The form on the page is for disabling the stars.
In The Netherlands Google adwords provide a very good support desk for all questions regarding your ads.
Good luck!

The comments above are right, you do indeed need at least 30 reviews in the last 12 months that have been posted to one of Google's review partner websites. See here for a list of locations you could use. Once you have accrued a number of reviews they will be appended to your adverts.
Secondly, providing you are competitive in your SERP positions you could also look to implement Aggregate Rating Schema into your sites code, this will allow you to also display star ratings in your organic listings helping you to again stand out from your competitors when people search. You can look into this further here.
