Google Partners & Verifying the URL of a G+ Local Page

Within the Google Partners interface you can link your Google+ page (this is required for profile completion.)

Now, there are two types of Google+ page: brand, and local.

Question: Can a local business G+ page linked within the Google Partners interface, or does it have to be a Google+ Brand page? I'm getting errors when attempting to link a local page.

I'm thinking the issue may be that you cannot get the URL verification tick on G+ local pages, as per https://support.google.com/business/answer/4569085?p=link_page_to_website&rd=2 - assuming that the URL verification tick is required as part of the Partners/Plus link.

Can anyone comment on this?
