Are reusing videos considered duplicate content?

If we have a "why hire us" video, and we place it on multiple landing pages will that be considered duplicate content? All the texts and images are different, it would just be the video.

It won't be considered unique content as long as the rest of your page is unique (the textual content is what is most important).

This won't cause duplicate content issues for you as long as the rest of the text content on the page is unique. If you had a bunch of pages that had 2 sentences and a video, then it would be a problem due to thin content, but not duplicate content.
So, go ahead and use the video where you like. Like Josh said, make sure it looks like users are watching the video and watching it for awhile, and if not, then you'll want to remove or improve the video. But, that's a user experience concern, not an SEO/duplicate content concern.
It might be worthwhile to have a dedicated video for specific services, of course. Someone hiring you for criminal law doesn't have the same needs as someone hiring you for divorce law. So, it would probably make sense to have custom videos for different practice areas to properly address the concerns of that visitor.

I agree with what's been said by others here- I'd also add, that if you're transcribing your video, and you copy this transcription across the two pages, that would be considered duplicate content so I'd recommend only doing that on one of the pages.
