Hi there! I would advise your friend to consider investing in creating high-quality, unique content for each of the geo-keyword variations he is targeting. The problem with geo-targeted clone pages is that they have near-duplicate content. Not only do the pages compete with each other for rankings, but they do not provide a quality user experience, and send poor quality signals to search engines. In short, this means that your friend's first page rankings are unlikely to last long. He is putting his entire site at risk of being filtered out of the search results (or pushed down) by Panda.

I remember, I answered something to you for a website related to these keywords. I hope that you have implemented those suggestions.
I agree what Christy has advised, the another reason he's ranking on all those keywords is because of the low competition. These kind of keywords are not very much searched usually and thus there are very few people who develop sites. I am pretty sure, an average site with only proper on-page SEO can easily outrank him within days

For this particular niche, get a good design with proper and user-friendly navigation, provide unique and optimized content (don't fill up your pages like it was done previously), implement regional based meta tags and get FEW but quality links within your industry. That's all!

Yes you can.. If "Vashikaran specialist" is you main page and content, you can put the rel tag to the other pages.. But, it's better to come up with fresh content on the other pages.
