Why can I not crawl this site

I wanted to add this site as new campaign:  new.kbc.be  But it won't accept it.

Does this subdomain "new" actually exist on the kbc.de domain? If so I can't access it from the US. I would imagine that Rogerbot (Moz's crawler) is having the same problem.
