The short answer is, yes your server location can impact the SERPs.

What is your page load time like for a visitor coming from India? If it is very long, that could be impacting your SERPs.

Server location matter but as i have seen you wrote your server is located in USA , and you are able to find your website on rank various location .com , co.uk etc so for .co.in will suggest you do some linking with indian website like example indian business listing , or indian ip based website links will help you a lot for better ranking gain in Google.co.in

We have working on that areas as well to build quality links from Indian niche based area or relevant sources links, as previously asked this same but still we are not seeing any improvement in Google.co.in .

All search engines still improving except India. WHY WHY?

what number of links you do have on indian website , even you  can make some links with .co.in website your website will rank on indian search engine  even you can include some words on your webpage with words like India , in India would help your website to rank higher in co.in

Ram , do you ask me what number of links we do have for your website ? to get rank on indian search engine or you do mean the website have around 20 to 25 links on indian website .

You asked this to me, so I answer that  it's around 20-25 lndian Links & we are still working on this building more, that's it.

Anyway, do you have top indian high quality directories sites if yes please do share.

You seem to have a fair bit of duplication on indexed pages of the site, particularly in the area of title tags for author, paginated and forum pages. It would help consolidate your existing SEO equity into more important parts of your site if you noindexed those.

Have you profiled the links of your top ranking competitors to see what local and valuable links they have that you miht be able to acquire? I'd start there if I were you. Have you checked for penalties in Webmaster tools?
