How to target multiple locations?

That's kind of the million dollar question these days.
You can't really rely on exact match link building anymore unless you're looking to get a Penguin slap.
A top contributor on the Google Webmaster Central Forums, Ashley, has told me that she thinks that having a single Locations page that lists all of your targeted cities, and an ongoing series of blog posts that cover your participation in these different cities' communities should do the trick in a non-spammy way. That's one technique to consider.
I really liked a recent Whiteboard Friday video where Rand Fishkin discussed how to create effective local landing pages. I would definitely follow the advice of that video.

Yeah the line above - "...should do the trick in a non-spammy way...." is worrisome to me.

Me? Yeah, I think the G local algo is now good enough to parse when someone is trying to get way too much ranking juice using that kind of "stacked" location page trick.
Beware, bad local tactics HURT!!!
