Not Getting Clients

My site is good. But not ranked yet. Getting only 5-10 clients. How to get more clients? Site - http://expertfreelancer.net

There are many freelancers out there and also websites that are dedicated to finding freelancers, I suppose it would be like selling a cup. Would you first search Google for cups for sale or visit eBay and type in cups.
The website looks very nice, I would maybe remove some of the retro looking stock imagery of smiley male models and maybe place some imagery of yourself onto the website so it is more inviting and personal.
I'd also look into local networking meetings to get your name out there.

Try to push more informational content and be the subject matter expert on what you are passionate at. If you have valuable content, it will act as link bait and people will find that content when trying to find a solution to an issue. If you are the expert, they will be more inclined to hire you to do some consulting. IMHO, that's the best way to differentiate you and your team and get additional business. Good luck!

Chris has already given you some valuable advice so I will restrict myself to on-site issues.
Your sign up form asks for an awful lot of private information. This is surely not helping you to get enquiries. In general I would advise you to keep enquiry forms quick and simple to complete, remove any extraneous fields such as religion or marital status. Asking for very private information like date of birth, national ID numbers and mother's and father's names could be seen as suspicious. You shouldn't need this information to do business and if you do need some of this information it could be collected at a later time once you have established a relationship with your prospective clients.
Your warning about terms and conditions does not link to your terms and conditions, which would be another element that is probably causing people not to fill out and submit that form.
