Backlinks directory creation without beeing penalyzed

Is there a way to create a High quality "backlink directory" without beeing penalized by google?

I want to class alot  of backlink byt type on a website to help people with their backlinks creations strategy.

I'm not sure what you mean Olivier. Can you elaborate your point further? Are you talking about building a link network of websites?

Building a website with a list of high quality website to build your backlinks. example, you are a technology agency and you don't know where to build your backlinks for a backlinks strategy. You would go to the site search for technology category and you will get a list of all of quality  backlinks blog website that you can build do-follow backlinks in the technology field.

I dont want to build a spammy directory that everybody would put their links.

But how can I show to Google that this web sites with a lot of backlinks is not spammy.

I tought that if i put content aroud of each backlinks it would be a solution
