Is there a site or app that can identify popular bloggers? I've heard of one before but can't remember the name!

This is just to help with a content and backlinking strategy!

You can try Technorati ( http://technorati.com/blogs/top100/ ). You can even break it down to top 100 for tech, health, politics, entertainment etc.
