Carrier v Operator - Does Google see a difference?

Hi,
If you are in the US then it's Mobile Carrier. The rest of the world it's Mobile Operator. Now I know that Google already knows that optimize and optimise are the same - just different spelling. You can rank for the keyword regardless of the spelling.
My question is does the same apply to completely different words?

I think Google automatically learns from the way people link to certain words, surrounding text, linking site's anchor text and surrounding text and so on. Think Search Engine Optimization and Search Engine Optimisation and so on. So yes, I would say they learn things. I have seen rankings for Wholesale keywords coming in without using wholesale anywhere. Same thing for Discount/Cheap and so on.
