First, I wouldn't recommend creating subdomains as it may affect the SERPs of your primary domain.
Second, as long as you have congruity and consistency with your content, I don't see an issue with including the city. A small issue, but city may need to be expanded to city, town, province, etc. depending on whether it's national or international.

If these are going to be all separate sites with no relationship, I recommend using businessname.domain.com. I don't think you need to add city at all unless there are likely to be duplicated business names.

Here's one example -- http://www.statefarm.com/agent/US/CA/Pleasanton/name omitted-7X4H03GS000 . The Domain Authority is 93 for this agent page and page authority is 44.
I checked a couple of other sites that use subdomains. One site used a www domain address and redirected that local branch/affiliate to the subdomain. In this case, local control was a requirement.
