      Moz has been very helpful but since my site was hit by Google Panda and I am getting very little organic traffic, I am thinking about having someone who really knows SEO take a look and give me some help. However, I have no idea how to find someone reputable. Any advice for hiring someone for SEO help (on a budget?)

        I would look for someone who really knows Panda.  Here is a site owned by Marie Haynes, Moz member.

        If you have been hit by Panda you likely have duplicate content, which must be thrown away, noindexed or rewritten; or you have thin content which must be thrown away, noindexed or rewritten.   Do you have the gumption to throw away and do you have the time or money to do the rewrite?   If you get rid of all of the thin or duplicate content will you have anything left?

        Bottom line.  If your whole site is thin and duplicate you need to start from scratch.  If you have some good content then you need to chop out enough of your site to get rid of the penalty.

          In my opinion, it is a good idea to get expert opinion about your site. There are many reputable professionals within in the Moz community that can do this job for you!

          Marie Haynes is indeed expert in this area; there are others available like Alan Beliweiss who is famous for his expert level site audits.

            Moz has their own list of recommended SEO providers who they vouch for which can be found at: http://moz.com/community/recommended. You can also look for Moz Associates, like Dan Shure of Evolving SEO, who Moz trusts to provide expert advice on the Q&A forum.
