Huge Google Dance For Some Rankings. What Gives?

I've got a relatively new website (launched at the beginning of June 2013). For some keywords I'm targeting, it first ranked around page 15. It made huge jumps to finally rank on page 2 or 3. Since then, it goes back to page 15 and then back to page 3. It does this every now and then.
Any ideas?

I'm always disconnected from my Google account, the cache is cleared and I'm using a VPN to test from different countries. I know Google still has ways to identify me but that's the best I can do I think.

You could maybe do a little better although that's pretty good.

I use Chrome in "incognito mode", it works okay.

Ok I de-personalized the results and found the same rankings.
Using Google.ca and a connexion from Canada (no VPN, I'm actually in Canada), my website is ranked in position 21. Using a VPN connexion from Los Angeles, the website is ranking in position 154 for the same keyword on Google.com
Here's an example of a keyword for which my website is going up and down Google's search results:
Keyword: bluehost review
Page: http://www.webhostinghero.com/reviews/bluehost/ -
It seems now the page is sitting comfortably in position 113
