That really is something...
Google should eventually see this and it will catch up to them. Google will see the large number of links from spammy URLs and mark it as a red flag.
While its not uncommon to see this, it isn't an everyday occurrence. What is strange is that Google are usually on top of super obvious pages like you described above.
Over time, this websites like this are punished by Google rankings.

Not all links are created equal. This sounds like some "cheap" links that are sometimes outsourced. They may have already paid in their rankings or eventually will. For now I would ignore these and focus on the high quality links. I would focus on these and see if there are any directories you can sign up for and/or if there are any sponsorship links that you may be able to sponsor as well.
If you are in the same general location you should focus on local directories and links. I am working with a client that is up against a competitor that hs had a long term SEO program in place. Starting out the competitor had 4200 links and the client had 26. To resolve this is did the following. 1) Used Getlisted.org to get all the easy local links. 2) I looked for local sponsorships (things like BBB(strong link by the way), Opera, Symphony, etc..) 3) We worked with the staff at their retail locations and had them actively promote the different local review sites (this can be up to 40% of the ranking if everything else is equal) 4) We had contests and promotions that involved commenting on their blog.
This was combined with a good content strategy. There is still a difference of about 3000 links but my client is showing up higher on most searches.

In my opinion Google is already pretty good in catching up links that looks completely spammy! Kind of links you have discussed in your post exactly comes under the umbrella of SPAM. These are similar kind of links that good don’t like if they are the part of your back link profile.
If you are ranking for keywords, probably their life is not too long because Google will eventually find them and then they might got penalized for this.

it's just guestbook spam. It still works on local and some niches. Theres nothing you can do about it until google finally decides to hit all keywords and niches equally. For now, you have to live with it. They probably have more of these, and some other platform spam so just beat them with better links. Treat 1000 of these links as just 1 of your good links. Get enough, and you will beat him.

Exactly right. One of our sites has ~52,000 backlinks and the vast, vast majority are now considered bad in Google's eyes (years ago they weren't). We have a competitor who has only ~600 backlinks but they outrank us on some main keywords. They have some spammy backlinks, but we have a lot more so it's hurt us more. It's definitely quality over quantity of links.
