Google Has My Title Tags a Bit Wrong

Howdie. I am reasonably certain the reason this is happening to your title tags is because most, if not all of them are too long. Google begins truncating tags that are more than 60 characters in length (including spaces and punctuation). If Google decides the truncated version seems unhelpful, they may choose something else on the page (or combinations of things on the page) and display that as the title instead.
My advice is to go through and re-write your title tags and adhere to 60 characters or less. There may be isolated cases after that where Google selects to display something else as the title, but that will be rare and you'll have the control you want over how your organic listing displays. Is this a new website or recently added page? Google has picked up the anchor text from some other page and your website name is added to this. This will get updated in 4-5 days or sooner if next crawl/indexing happens soon.

Too long is definitely an issue, also if you are including keywords in your title tag that do not appear on your page they feel it is not a relevant title tag and they choose to rewrite it so it's not deceptive to the person searching on G.
No where on that page is "border patrol" or "air force" etc. so if a person searches on G and they might be incorrectly clicking on a page that has nothing to do with border patrol so G rewrites it to be less deceptive (whether intentionally or unintentionally) it's not a relevant title tag in your case.
