Is commenting on blogs with high page rank but nofollow links worth spending time on for link building?

Not for link building, only if you think readers of the blogs might find your site relevant and click said link. In this case it would definitely be worth your time as you are getting true traffic to your site from people interested, which after all is the ultimate goal. But from an SEO standpoint, it will do nothing to increase your keyword ranking in search engines.

In other words, yes and no.

Ultimately, we are building relationships and also building our authorship. Eventually, that will add to the big picture of earning links.

In my humble opinion, adding thoughtful, relevant  comments on blogs benefits the blog owner, their authority and your relationship with them and in turn will eventually do the same for you.

I also notice that it is a good practice arena for continually developing better communication skills which will add to your ability to create great content. Which will, in turn....It's a win win in my opinion.

I would also add that its a great way to establish positive relationships with blog owners when it comes to potential guest post outreach.
