How many times to use a keyword on a page?

Okay, so i have read around, and watched Matt Cutts' video on this and read rand's post about this. But, I still have questions; how many times should I use a keyword on a page? I have read for shorter pages 2-3X and 4-6X for longer pages. I know to put it in the url title h1, the first paragraph and sprinkle it around the page. Is it all realtive to how long the content is? or should I just be following the 2-3X and 4-6X rule? Thanks for your help.

Keyword density is something that you should no longer being taking into consideration when creating content. Make sure that they key term you're targeting is in the Title and at least once in the content and you're sorted, although in many instances you can see sites that are ranking perfectly fine based on backlink profile alone.
This can be shown by doing a search for SEO Consultant in Google UK. The first result doesn't have "SEO Consultant" once on the homepage.
If the content is semantically related to the topic you're writing about, I'd like to think that Google is adept enough at ranking the page of its own accord without resorting to "2-3%" keyword density.

Hey Peter,
Looking at OSE the site in question has "2,781" anchor text links for Zen Cart Skins, but the majority of those are sitewide. There are only 17 unique root domains contributing to that particular anchor text.
They are also pointing to http://www.zen-cart-skins.com/ which is 301 redirecting to MCC.
What i'd look at and try to reverse engineer is the 78 linking root domains for "computer repair" - the majority of which are blog spam and low quality.
With some high quality link building you should be able to overtake him eventually.
