Best way to determine search volume?

Perhaps the difference is down to how the keyword was used e.g. broad match, exact match and phrase match (each of these types will give different search volume results for the same word).

I would also suggest checking Google Trends for any seasonality etc.

If I am reading this right you are questioning the difference in level of competition between Google keyword tool and SEOmoz keyword difficulty tool, right?
If so then it's simple really. Google keyword tool tells you level of competition for a keyword just in the advertising space - not organic listings. The more people bidding on a keyword, the more competitive it is - just on the advertising space though. Whereas the SEOmoz keyword difficulty tool tells you how competitive a keyword is in the organic space - not the advertising space. You should only use the keyword difficulty tool to gauge how difficult (or easy) it is to rank for a keyword organically and not for adwords purposes.
