My site is in breach of Google quality guidelines. How do I fix it?

Personally I would say get rid of the bad links first, this is usually what Google clamps down on, a lot of internal links on your homepage isn't great, but isn't something I think Google would penalise for, rather they would just no rank you very highly in the first place.
Like I said, get rid of the links, see if that solves anything, if not, dig a bit deeper but priority would be the bad links.

Likely its specific pages that are penalised. 410 those pages and put the content on a new page. Do it 1 keyword at a time and measure the impact

Hi Stephen Thanks for your reply. If the problem was bad links would google not have mentioned that in the rejection communication, as I have seen in other posts I will certainly take your advice though and 401 a page or two to see the impact. Fred
