Is this considered as a SEO Cloaking?

It is defiantly cloaking. I personally don't take chances with cloaking, Google is full of search engineer who are way more intelligent than I am, I'm sure they have seen, and know how to identify that type of cloaking before.

Here's a quote from the Google quality guidelines:
"Don't deceive your users or present different content to search engines than you display to users, which is commonly referred to as "cloaking.""
So, yes, what you are doing is cloaking.

Thanks. The reason we did this is because our site is full ajax and parts of the site was not visible for google bot once we launched. We will rectify that and make the very same texts for google and users. Just the question is could we get a penalty for that since we are not receiving any traffic from serp but we do have all our pages indexed and reindexed regularly. Also webmaster tools doesnt show any message of penalty.

I think it depends on motive and scale. If your intention was to show Google keywords that aren't on the page the user sees then that's not good. But if it's an honest mistake with zero intention to improve SEO then it's not a big deal.
