Redirect or move everything to new domain?

With the 301 of url to url, you are going to get probably 99% of link juice. I would utilize 301's to accomplish what you need.
If you have totally different content and are going to move it, that may be a bit of work but will likely be worth it. If the content from old site is not needed on new site, redirect it to something close is my suggestion.

can you do a 301 for some url's and leave other pages on the old domain?

Sure, say they have no link or other value and you don't want to use them, if you are using a rewrite rule to do all you will need to go back and hit those afterward.
It really depends on site size and number of pages.If you have a lot it will be more painful, but you are better with the 301's. If the pages are too numerous, i would not worry about having 301 on them. Just do the blanket rewrite so that every url is redirected. (remember, no one will see them).
