How do i block irrelevant external links pointing to my site.

You can't. All you can do is contact them directly and ask them to remove any and all links to your site. Usually these requests will go unanswered. Keep a log of when you contacted them and in a few weeks if you haven't heard back from them after numerous attempts, contact google and send all proof of your efforts to have the links removed, and then mayybbeeeee google might do something about it. If not at least you gave it your best shot and move on with your seo efforts.

There's nothing you can do as one do not have control over that website. Try to contact the admins and perhaps they can help to take down those links. If not, then there's no need to worry over something you have no control of.

A large number of links pointing to you from one particular site might even help if there's a good, editorial, natural reason why those links should exist.

One might be able to counter those links by earning great editorial links. Have a fantastic site with great user experience and tremendously valuable content.If manage to build real brand on the Internet, then one will gain better protection from spammy links than in vain to contact unresponsive webmasters one by one and getting them to take down links.

In bing WMT you can disavow this domain, you will be able to do the same in google soon also.
