How old is the data from Open Site Explorer?

You can see when OSE was last updated at http://www.opensiteexplorer.org - I've just checked and the last update was Feb 27th. OSE also provides an update calendar https://seomoz.zendesk.com/entries/345964-linkscape-update-schedule which suggests a new update will be released today.
Do remember that OSE updates go through phases of indexation and metric calculation (DA, PA etc.) so a link you have recently acquired may not be visible in OSE until the update after next.
If you want to get more immediate visibility of links then I recommend Majestic which has a daily index update. Combining Majestic data for recency and OSE for metrics (and Google Webmaster Tools for a double-check) is a good way forward.

I also downloaded both follow and no-follow reports on OSE, and still couldn't find them in the excel sheet.
But these websites are ranking for these anchor text keywords, and therefore Google must be noticing these terms. I am quite sure that they have been guest posting since early last year. None of these links are coming up on OSE.

OSE generally updates every month, so it can take up to two months for a link to show up (if the link was added right after a crawl). Sadly, we won't be having an update today, and instead it is scheduled for April 27th. We have a blog post at http://www.seomoz.org/blog/linkscape-index-delay-explained that details why the date slipped.
As a side note, at this moment (8:00 am Seattle time) Linkscape is having problems and OSE is down. We're working on it, and you can look to the SEOmoz twitter feed for updates.
