Weird idea, does this blog software exist?

So I have a Volusion hosted website and i've been tearing my hair out trying to figure out a way to get a blog on the original domain. Unfortunately, Volusion doesn't allow access to the database or scripting (PHP) that would allow me to install any kind of a decent blog.

So I was wondering, has anyone heard of software that basically allows you to blog on your computer (saving content to the hard drive), then generates html files for each page of the blog for you to upload (it could even automatically upload through ftp)?

Sorry to say it, but If you really want a blog on your site, you may want to look into some other hosting options.
