How much Link Building?

I'm wondering how much additional directory links to a site, on a monthly basis, would be too much, and potentially seen as too manufactured in Google's eyes. I am referring specifically to good quality, or relevant, directory links, nothing very spammy. I know there is no specific number, just wondering what the consensus is.
Would a 10% monthly increase in linking root domains generally be considered too much? 5%?

I would stick in the 5-10% range. 5% being safe

My advice is to not target directory links too much, becuase they yield little benefit only if it is highly relevant.

Articles writing on online PR websites

Related site comment marketing, sharing advice.

Social media websites promtions ect.
Ideally only target the home page to 10%, focus more on the category level pages.

I would consider having 5-10 different submissions in regards to your content. If your site is about tropical fish, I would consider having 5-10 different related keywords to tropical fish in the submission itself. I would think this would help ease your concern about Google penalizing your directory submissions.

I would focus more on social media with that 10% increase that you were looking to build on. To answer your question I don't think it would raise any red flags with google as long as they were good quality directories with a higher pagerank. My advice would echo what James had suggested to link to category pages instead of only focusing on your homepage to help build your authority to inner pages.
