I'd be curious to how you are controlling that only users from those states see those pages? Are you using IP address matching?
As far as generating "generic" content that is craw-able for Google and achieving this, I think the question you should be asking yourself is, "Is this content for the search engines, or my customers?" If the answer is, "For my customers", keep pursuing what you are doing, but why not show it to everyone? If it is targetted for people in California, then I may still be interested in it even though I live in Idaho. I have a brother in California who may not come to your site, but I might and may tell him about it.
If the answer is, "For the search engines" then stop what you are doing and change your goals so that they line up with "For my customers". Customers purchase, search engines don't.

Makes perfect sense. I run a site with very targetted traffic per state at backcountrysecrets.com. Doesn't do someone in California much good to know what is available in the outdoors in Idaho if they are looking for something to do this weekend in California.
That being said, I still let everyone from California see what is available in Idaho, if they choose to see it. Who knows, they might be considering a move or visit to Idaho soon. I really don't think it is worth the worry to hide anything from your customers. I would worry more about making it easy to find their state. Perhaps use their IP address to display a prominent link to their state on the page.
The other thing to consider is that IP matching is not always correct. I often get targetted ads for Denver, CO even though it's 8 hours away because of my ISP.
