Tawny from Moz's Help Team here.  I think the reason you're not able to find inbound links for those sites is just what you mentioned: you need a VPN to be able to access the sites with a Japan IP address. Our tools won't be able to get around that IP block, so we won't be able to find links pointing back to those sites. Sorry about that!
