You are welcome Mmm, I'm not sure what do you mean by _developing something like a speed index. _  If you are referring to some mechanism to tell Google about your new backlinks so it can take them into consideration faster... I don't think that anything like that would help your website. That's clearly an attempt to manipulate the way their algorithm works.  Rest assured that Google will find your backlinks, as long as the page/website where they are is available to google and doesn't have any penalties to the eyes of GoogleBot.
