Absolutely I would strongly suggest to have a page for every single service otherwise on-page optimisation becomes suboptimal. Assuming that your service pages are NOT going to be shallow, i.e. enough unique content. What you cold do is to use the index page for more **general, broader keywords **that you don't tackle in your service pages. You can or even should link from the index page to the services (not only in the menu) too.
