Hi Raymond Very nice question to ask i also see people in my industry using the same technique to aquire tons of backlinks, but as you consider about penguin 4.0 as it is now using the core alogorithm as a real time, one or another it will get penalized by google i think its not a long term strategy to sustain in market Note: the key points in seo as we are a marketers is not to rank #1 in google . we need to just build the trust, great UI/UX interactions on our website

A "head term" is essentially the opposite of a long-tail keyword.  For instance if you find a long-tail keyword that gets 100-500 searches per month and isn't too difficult to rank for ... say that keyword is "homes for sale in vancouver bc" ... the head term in this case is "homes for sale" which would be getting a lot more search volume but would also be extremely more difficult to rank for because everyone is trying to rank for it.  In this case, if you're a national brand, both keywords are useful to you so you can create a page optimized for "homes for sale" (the head term) and optimize it for both this term and the long-tail. Flimsy example, I'm sorry, but my mind is blanking and this is the best I can give you! haha.  Also just noticed this post is over a month old but I'm gonna post this anyway in case it helps anyone.  Cheers.

Also who is the guy lol name them if you suspect wrongdoing or unethical behaviors! I know of at least one page 1 ranking site around my locality that ended up converting a student organization domain with a lot of .edu backlinks and then just ran with it for seo and represented itself in multiple irrelevant and across the country large cities. They even blatantly dared to SELL backlinks on their site... in broad daylight! in 2016! Needless to say I reported them to Google and saw them get kicked down a notch to page 2 for my test keywords from earlier searches.
