E-A-T represents what Google would like to promote and it's only use is for the quality raters to make their own determinations of whether search results they are shown promote better sites above poorer sites.It's like parents (the quality raters) using their "old math" (E-A-T) to check the homework of their children (Google's algorithms) using the "new math".

from my experience it's because it's not describing the page accurately enough, so it replaces it
