International Link Building Vendors
Just in case you haven't seen it yet, I'd take a look at the linkbuilders in Moz's list of recommended companies. Good luck!

.cn domain vs. .com/cn/ folder structure
Hi Jonathan, Tom has a great response here: "In terms of Baidu, having a chinese domain, like .cn or .com.cn and having Chinese servers certainly helps - but it is not a necessity in terms of ranking on the search engine. However, proving that you have a Chinese presence, specifically a physical Chinese address, can be a real game-breaker, especially for PPC. You basically need to have a Chinese registered address to advertise on Baidu for PPC and Paid search. Your application will be halted until you do." http://moz.com/community/q/how-do-china-perceive-a-com-cn-address Hope this helps

What are the best practices for translation of city/state names for international SEO? (ie. New York in English vs. Nueva York in Spanish)
While I agree with Lesley that it's best not to translate the proper nouns associated with place names - it's not always as simple as that. For instance, the Spanish island of Mallorca is mostly referred to as Majorca in the UK. So in these situations I would go for the version that is most widely understood (and searched for) in the target region.

Using a 301 vs. 302?
Hey Jonathan, I think the above answers pretty much cover what I'd tell you on this one. I hesitate to ever recommend 302 redirects but it does seem to communicate what is going on. Hopefully by "short time" you mean days and not weeks. Otherwise a 301 might be better if organic traffic is crucial to your business functioning for a month or two++. They effectively do the same thing one just passes link juice more completely. I'd agree with the idea of using rel=canonical to point at your responsive page from the legacy page to indicate the preferred URL and to avoid duplicate content. Thanks for the help above all! Hope that's clear Jonathan.

What is the Best Local Ranking Tool?
I ended up going with BrightLocal and, while they do provide a lot of the data I needed, aggregating it can be difficult without dedicated support on the BrightLocal side.

To block with robots.txt or canonicalize?
I think the canonical idea is better than blocking the pages all together. Depending on how the site is laid out you may try and make the pages more specific to location being talked about. Maybe adding header tags with the location information as well as adding that info to the page title and meta-description. If it is not too time consuming, I'd try and make those pages more unique especially since you might be getting searches based on a location. Location specific pages may help in that regard.
