Locations in GWT should not be set to any country. My suggestions to rank in the US are getting links from sites in the US or in the country you are trying to rank for. You don't necessarily need to move your site to a server here in the US. I have my server in the US and I rank in google.de, google.co.uk, google.au and many more.
