      Hello Experts,

Is it good idea to add special characters while writing meta title and descriptions?

Characters such as $ # Check Marks %

If yes, will it help increase the CTR of page?

      Thanks in advance!

Hard to say as it depends. I would test it on a few pages and see if it can drive any uplift compared to your standardized META tags. That way you have some actual proof instead of trying to reverse engineer it.
