1. Report it, but if they're getting caught they won't' have any luck.
2. Ignore the Moz metrics on this, clearly Moz didn't catch it.

For (2) you could contact Google - describe the issue and attach a spreadsheet with the spammy links

It may be working in the short-term--but won't in the long-term.
How could this possibly be working? The algo has around 200 factors and new website/pages are increasing at an incredible pace. The indexing of these pages and ranking by the algo isn't perfect and typically can be exploited (intentional or not) in the short-term much easier than in the long-term.
